np array n same values -

       [ 7.,  7.,  7.,  7.,  7.]])

>>> np.full((3, 5), 7, dtype=int)
array([[7, 7, 7, 7, 7],
       [7, 7, 7, 7, 7],
       [7, 7, 7, 7, 7]])

numpy create a matrix of certain value - 

>>> np.full((3, 5), 7)
array([[ 7.,  7.,  7.,  7.,  7.],
       [ 7.,  7.,  7.,  7.,  7.],
       [ 7.,  7.,  7.,  7.,  7.]])

>>> np.full((3, 5), 7, dtype=int)
array([[7, 7, 7, 7, 7],
       [7, 7, 7, 7, 7],
       [7, 7, 7, 7, 7]])

create an array of n same value python - 

>> import numpy as np

>> np.full(
    shape=10,
    fill_value=3,
    dtype=np.int)
